The integration of SEI into HPC brings together two highly compatible teams with strong synergy in technical disciplines and project delivery. With HPC’s additional resources, SEI has significantly increased its operational capacity and continues to support clients with advanced engineering solutions, maintaining the same commitment to quality and innovation that has defined both firms.
Dr. Yinbo Liu, P.E., owner of HPC and a certified DBE business owner, now serves as the new owner of SEI to ensure the firm retains its DBE certification. Dr. Leon Lai serves as Executive Vice President, overseeing SEI’s daily operations, while Peter Kim continues in his role as Vice President of SEI, ensuring a smooth continuation of SEI’s leadership, culture, and client relationships.

Our team members have worked on numerous major projects within their respective disciplines, gaining extensive experience in engineering design, quality assurance and control, project management, and technical consulting. Over the years, HPC has built a strong reputation for developing innovative methods and solutions to meet client needs—delivering high-quality results within budget and on schedule. Our staff have contributed to a wide range of major projects across the United States and internationally, holding advanced engineering degrees and professional registrations in multiple states, including PA, NJ, NY, CA, DE, OH, NC, TX, and WA.
HPC provides engineering design and management consulting services for diverse sectors such as transportation, urban development, public transit, institutional, commercial, and residential infrastructure. The firm is certified as a DBE/MBE minority-owned company headquartered in the Greater Philadelphia Area of Pennsylvania. In 2024, HPC strategically acquired SEI, expanding our capabilities in bridge inspection and design and strengthening our position as a comprehensive engineering solutions provider. HPC and SEI are currently certified by PennDOT, Caltrans, SEPTA, the City of Philadelphia, the Pittsburgh Regional Transit, Allegheny County, and other agencies such as NJDOT, NYSDOT, NYC MTA, NYC Port Authority of NY & NJ, WMATA, and TXDOT. We are committed to providing top-quality, cost-effective, and innovative engineering services—delivering practical solutions tailored to each project’s unique requirements.
